First you should establish if such a duality of good and evil exists, or is it simply that actions have results that are harmful or beneficial. What makes an action evil? what makes an action good? Without such an establishment people cannot be good or evil. People could possibly be born all a blank state, thus their nature is a learned thing. People could be born with a natural disposition towards evil ,or perhaps a better word would be, malevolent behaviors and others could be born for charitable, beneficent behaviors. People could be effected by events that occur in their life, which has an effect on their worldview, which in turn has an effect on their behavior. Human beings may or may not be born with a nature in the first place, that argument ought to be made in this debate.

I'll make this short, but alot goes into it. The human is born natural. LAbels and the society make one evil or good, it is role people play. We must have good and bad, or we could not define the other. The nature of human being is to react, and that can be in different extremes.

Few if any are born solely evil or solely good. It is humanity's nature to be a conflicting mixture of the two, though good usually wins, until someone more evil than good gains a position of leadership.

Let me answer your question with a question: does a child need to be taught to share or to be selfish? It is in our human nature to lean towards things that are selfish (evil is such a strong word). We look out for #1 and if others are hurt by us because of it, too bad. If it wasn't for the influence of God's Holy Spirit, the world would be much worse than it is now.

We are born with "some" good (there is NONE all good except God) because we are made in the image of God. However, we also inherited our "sin" nature from Adam and Eve. This is what we battle while we are here in the flesh. But...the good news is that Jesus paid the price for our sins and if we accept His payment of death for us our "sin" slate can be wiped clean. He is the only way to get around our sinful nature. He is the only one who paid the price for our sin and took our penalty.

The Chinese philosopher Mencius would say that human beings are basically good. He gives an example of an evil man still innately helping a defenseless child.

We are all born into a world full of sin. The first thing your child will do is tell you a lie we are to teach them right from wrong. Tell them about God and lead a Christian life. They will make the decision. God Bless!
