Well, Yes. But most likely there is not a huge difference, due to proportions of the human body. A small amount of skin cannot change the swimming speed drastically.

I seriously doubt that your toes will make you swim faster than a non-webbed toe person.
its all in the technique.

All other things considered equal, yes you can swim faster.
And best of all, if you get lost in the north ducks will accept you into their family and in the south penguins will do the same.
