Nope, it is already frozen... but you can freeze water to make ice, then keep it frozen

Of course you can. Just bring it to 0 kelvin otherwise known as absolute zero. Unfortunatley, such a feat has not been achieved as at absolute zero, the atoms of the machines and matter come to a complete standstill. Humanity has only come to a couple of degrees off of absoulute zero. So basically, you can freeze ice, but people just don't have the tech to do so.

?? you can make it colder. but freezing is the changinf of liquid to solid so technically you can't because it already "froze"
