Of course you can. Just bring it to 0 kelvin otherwise known as absolute zero. Unfortunatley, such a feat has not been achieved as at absolute zero, the atoms of the machines and matter come to a complete standstill. Humanity has only come to a couple of degrees off of absoulute zero. So basically, you can freeze ice, but people just don't have the tech to do so.
