There is no choice but to take initiative and tell her and as a man you should be the one to express your feelings.Believe me in case you are a sincere friend it is not fair to hold your feelings and she has every right to know it.
Finally feelings of love always show on one's face and the other person knows it. Formally proposing it would settle the matter once for all. Dont be afraid of NO. Love needs mutual respect and there is a partner for everybody in this world.

wow that's a tough one.....hmmm most grls like it if u play it cool...like maybe u could right her a note saying how u feel and if she denies it don't take it to heart, again most girls dont like it if they denie u and u act all sad about it that usually scares them off so whatever happens play it cool. then maybe sometime in the future she'll began to like u.

You should ask her out. Maybe ask her if she wants to go to the movies or something like that (make sure you two are alone) and at the end of the night kiss her goodnight. Even if she doesn't like you, you did share that one special kiss with her!!!
