Okay, lets get the basics down here.
Before you download the files onto your computer, they are on other peoples computers. In order to scan the files before you download them, the program would have to access the other computers and launch a scan on that persons computer. You can't do that.
The best you can do is have good protection on your own computer, that will catch viruses, and also scan anything before you launch it. Not foolproof though.
