Penis shrinkage is completely normal after swimming or being somewhere where your genitals are exposed to cold conditions. I doubt it's still the same size as when you first got out of the water, but it may still look or feel that way. Take a hot bath or shower and it should come out the full way if it hasn't already. You're only 14 and probably in the early stages of puberty, which means your penis will be growing tremendous amounts over the next 4-7 years. Don't take penis enhancements, because they'll do more harm then ever good. Be happy with your size. Your penis is probably back to it's original size but it happened gradually. To protect itself. A couple of things are at work to cause this phenomenon. First, a man's genitals must remain at a 97.8 degrees in order to produce sperm. Too hot, and the sperm are damaged. Too cold, and you've got another bad batch of wigglers. So, men are equipped with a retraction/protrusion method to protect the next viable generation. When the testes get cold, they pull into the body, taking the penis with it. Here's the other reason, and it's the same reason women's feet and hands get cold. When the body core is chilled, blood supply gets pulled into the core of the body away from the extremities in order to preserve itself. The penis gets included in that list of things not deemed 100 percent necessary to survive just then, so the blood supply gets pulled deeper into the body, causing even more shrinkage. When in doubt answer the guy straight.
The penis, testicals and scrotum all pull in to be closer to the body core where the heat is.
But this can happen under stress, in fear or anger as well.
There are cavities in a man's body from which the testicles decended, sometimes they can even pop back up there for protection.

Because penile tissue is very vascular, understand? It has a rich blood supply. That blood supply is responsible for erections. When the body is exposed to cold, superficial blood vessels constrict in an effort to maintain blood flow to vital organs. I'm not implying that the penis is or isn't a vital organ (ha, ha, ha) (it may be to some people), what I'm saying is that the body will sacrifice what it considers to be superfluous if survival is at stake even if the threat is just plain cold water.

I just learned this in class...isnt that funny?
Anyways, what happens is the testicles are always maintained between 2-4 degrees lower than body temp.
So when it gets hot, the scrotum lowers the testicles so they keep cool.
When its cold, they contract to keep warm.
If not, semen would not be able to produce.

Maybe you should round up 100 men and test it out just to be sure it actually happens and so you can study their penises to see if you can determine why.
