If you mail the paymment and it doesn't get there on 10/23, it's late. If you do an electronic transfer, your bank will tell you what the cut-off time is for transfers made the same day. It would have to be made earlier than close of business (5:00 p.m.)

There is a well-known credit card company that requires its payments by 2:00 pm on the due date. If they process your check after that time, then you're late. Unfortunately, they jack up your credit card rates to 30% when you're late.
