I think what you should do is when she trots just either see-saw which is where you pull on one rein than the other back and forth and your horse should slow down or you can circle your horse which makes her need to concentrate and that will make her go slower, try making big circles at first then go slower as your horse gets used to it.

Let the horse trot - why are you trotting on her? Isn't that hard on her back? LOL I don't know if you're really serious here, but if you are, then you should know how to use the reins. If not, you shouldn't be riding. You have to keep the reins taut, and if she persists [I would assume you're neck reining] keep turning her so that she has to slow down. I have never ridden a horse I can't control so I don't know how you could have this problem.

Hold the reins down close beside the horses head, and pull back firmly. Do Not hold the reins up high, like top of ears! This will make the horse rear, and maybe throw you off!
Holding the reins low, and pulling back on them makes the horse not able to stretch its neck out and run! And makes it look at the ground. A few times of this, and your horse will tend to do what you want it to do!
I learned this many years ago, when a girl friend taught me how to ride horseback!
