That's pretty simple actually. You section your hair off and apply a different color to each section. Separate them with waxed paper or aluminum foil. (I prefer waxed paper.) Then, rinse out.... I've done that to a couple of people. Manic Panic has the best colours. I also advise you to buy rolled cotton to place at the roots so that you can be certain the dye won't bleed into the next section of hair.

You buy multiple packages of bright dyes, and apply them to your hair. You can find non-natural colors online or at stores like hot topic. I imagine sally's beauty supply might have some blues and reds.

Kool-Aid seems to work pretty well for getting outrageous colors. Mix it into your shampoo or just put it on wet hair and let it soak. make sure you cover ALL your hair tho. It'll look REALLY bad if you have missed spots all over your head.
