I want to know for when i do cardio. Is it based on age and weight, or fitness level?

It is based on your Maximal heart rate and fitness level. Your maximal heart rate is 220 minus your age.

Your target heart rate is 50-80% of your maximal heart rate. But make sure you can keep up that rate for at least 30 minutes, but no longer than 60.

Generally you take 220 minus your age. That's your max heart rate and you target is 50-70% of that.
