I would say no, because if the seed has a worm inside, or lets call it a parasite, then the seed will never grow.
The worm uses the seed for its home and food.
There is no chance the seed will grow. The worm may come out of the seed, but they can cross the border with no passport anyway, so whats the difference?

I have seen them sold in stores but I think it falls under the category of plants so probably yes it is illegal. (they are actually little worms n the middle of a seed).
