It definitely is. Under "civil engineering" you get road building, bridge building, hydro-engineering... in fact, if you go back and study it, civil engineering was basically the first branch of engineering, back before it was broken into so many specialty concentrations. Almost every other type of engineering uses some branch of civil engineering.

at first i want u to know that i am a civil engineer and if it isn't engineering so what else will be.it is known that civil is the source of engineering.

why wouldnt it be engineering? Its the oldest form of engineering.
