It's tricky allegoric wording of "which (plural) things are an allegory" as noted in Galatians 4, which requires "give more earnest heed" to as noted in Hebrews 2. But when read in full context, and in conjunction with all NT references, there are two LORDs (Law and Grace) who will each raise up a prophet like each of two sorts of "Moses Moses" (noted in Ex 3).

Hence we find Jesus of Jesus Christ raised up to right "standing" on high in the plural heavens, and Christ of Jesus Christ raised higher up "far above the heavens" and "sitteth"; seated rather than standing denoting the matter of law vs grace is settled.

And Paul of Saul/Paul says "mind not high things", not even what's right (Jesus) of left and right things on high. Rather if ye be risen with "Christ", then set your affection on things above, where Christ "sitteth". Which is to allegory say if risen only as high as Jesus, remain standing, but if risen higher with Christ, then please be seated with Christ.

A key part of Dt 18:15-22 you left out is the part where the people well said: let me not hear the voice of Law again, that I die not. Hence we find Grace came by Jesus Christ; Also truth. Thereby we are saved by grace, from the law: the ministration of death; by hearning the truth about the law, it's accuser of the brethren, and a ministration of condemnation, which God did not send his Son to do, and he would not do, as noted in Jn 3:17; 5:45; 8:3-11.

Of two spirits to try (test drive):
Law was insufficient, so try Grace.
Grace is sufficient, so flush Law.
For both is an oxymoron.

Your mistake is in assuming its referring to a specific prophet. the jews have always understood it to simply mean: "btw, there will be more prophets -- not just moses -- and when they arrive, you should listen to them". Otherwise, why would anyone have listened to the other prophets?

His Son Jesus is who this scripture talks about. Jesus came out of their own people, for them to understand what He was saying to them.. The words He shall speak is the true word of God.
Those who do not accept God's word that was given to them by way of His son Jesus, God will find them.

the Prophet Muhammad (saw)

The brothers of the jews are the arabs (isaac brother of ishmael).

Christians believe it was Jesus. That would make Jesus a Prophet just like Moses, however they reject this and say he is God, looks like they are trying to have their cake and eat it.
