Why are you suprised? We are not talking luxury cruise liner here we are talking prison ships like they had in Charles Dickens day - outmoded and outdated. We need more prisons built on the land and more innovative sentencing.

Yes apparantly we've run out of prison space. I think it would only be a good idea if they used the ship for immigrant prisoners and illegal immigrants, then when the ship is full up it can set sail and return them to their own country......this would solve the prison space and immigration problem at the same time!
