This girl, is in my inner circle, and is very close, I want to start a Relationship with her, but have been told that is a bad thing. It doesn't make sence. And I am wanting long term commitent for the guys that are going to say. "Get in, Get off, Get out." -From the movie Hitch

I've never seen Hitch, and do not know what a "Get in, Get off, Get out." thing is, but I assume that means using a female for sex.
If you're not that kind, I assume that it would be easy for you to get a relationship with this girl.
I mean, after all, you seem to respect her.
There's nothing wrong with starting a relationship from a friendship. Most of the best relationships start this way. And this was just another way for you to meet - no matter where you started out.
Just ask her to a movie or something, and when you get alone, see if it develops on its own.

There are risk to dating your inner circle of friends. Your going to make your friends choose a side if it doesn't work out. High chance that you will put your friendships at risk.

Ask her if she has ever thought about dating you. If she says yes then ask her out. If she says no, then you ask her if she thought that dating would change the relationship of long time friends (as if it was a question of curiosity, not as asking for a date).
