Asbestos if disturbed and breathed in of sufficiant quantity can cause lung cancer ( this is a medical fact ) if it has to be moved, it has to be done by a licensed company and the building will have to be evacuated and sealed until the prosses is finnished.

You can end up getting cancer which is caused by exposure to asbestos, it's known as mesothelioma. Why is your apartment building not condemned? You should definitely get in contact with your local health department and report the owner of the building.
