The four food groups as I understand them are:
Flour,
Chocolate Chips,
Brown Sugar,
And White Sugar.

So wouldn't Chocolate Chip cookies be a complete meal?

You forgot the groups: salt, fat, carbohydrates, nacho cheese.

Nope, no cheese. Not a complete meal. You will have to eat your chocolate chip cookies with some nachos to have a good meal.

Well let's see...they have 1)flour 2)eggs 3)vegetable oil and 4)chocolate

Although the chocolate is the most important group. It certainly keeps me from having to hurt anyone.

Mav knows chocolate comes from Cocoa plant - that would make it a fruit or vegetable wouldn't it?
