Dear oil field trash I think shoky wants to design the cooling tower as a student, in principal only.

Part of the answer is correct that you need to to set your requirement interms of parameters.

Then you use a hand books like hand book of engineering calculations, Hand book of heating and cooling systems, handbook of structural engineering.

All these handbooks show you how to size the major components of the cooling tower.

Once you have your desgn calcs done you set the parameters for the consultants to follow. Or you know exactly what they are talking about.

I think you should try it , and get the fundamental experience.
