I am going from tan skin w/highlighted hair to pale skintone and a new updated cut and darker colour

Well, when you're building a house do you think they paint then cut the wood or cut then paint? If you paint then cut, you waste paint. If you cut then paint, you only paint the wood you're keeping on the house.

Same idea.

I would cut my hair first then color it. You will feel fresher and have a better outlook on what it is going to look like after you are done styling it and coloring it.

I always color my hair first, then get it cut. Always seems to look
much better that way.

Cut first because it wont take so much or so long to color your hair.

cut then color, especially if you are getting highlights or lowlights. hair hangs differently depending on how its cut, and that affects how your color will look. Also it is cheaper to color your hair if it is shorter.

get the cut first. if you get it dyed, then get it cut, you might not like the cut as much b/c your hair color is different. give yourself time to get used to the cut, then get it dyed.

I would get the color first. I don't know why but that's always worked for me. By the way, I bet your new look will be pretty.
