I think the thing you used to say probably is best..you have to give him credit for persistence..but maybe point that out and say.."I appreciate the fact that you don't give up and I don't want to be mean, but you're starting to really wear on my nerves, I don't want to go out with you..its not just today because I am busy or tomorrow because I have previous commitments..it's NEVER...I am just not interested,,,thanks for asking and please don't ask me again"

Before you say No one more time, have you taken just a second to consider why it is that he keeps asking and why you say No? Is it possible that maybe your body language is conveying another message? Is it possible that he is misreading your polite turndowns as leaving the possibility open for a later time? Maybe he doesn't take your turndowns seriously? Maybe instead of being polite and giving vague reasons for not wanting to go out with him, you could try just being honest and telling him the real reason you aren't interested. Is this guy THAT bad?? Or is your reason for saying no THAT good?
HOWEVER........As sad as it is..........every now and again there will be some guy that we'll run into that is just so stinkin' hard headed that no matter what you say and how you say it - he just doesn't get it. Sometimes when politeness has gotten you nowhere you might have no choice other than to be blunt and even downright rude as a last resort before considering him a stalker or harrasser and taking further action. I hope it doesn't go that far, but you have to look out for yourself.

Well, the first answer is what is wrong with this country. I attended a seminar where the first question the lecturer asked was "what do you call 10,000 lawyers chained together at the bottom of the ocean?" the answer-- A good start! that was 20 years ago at a doctors convention and it ain't changed. regrettably.
If polite doesn't work then you gotta be not polite.. just say
NO, I'M NOT INTERESTED IN DATING YOU, AND I WILL NOT CHANGE MY MIND. PLEASE DO NOT ASK ME AGAIN.

the guy as you mentioned, maybe wants to help or share his ideas. there are some guys who dont want to accept that theyre being rejected in some manner.,even you politely said "not interested but still they insisted", its a challenge for them in a situation of rejections.,why not try this qoute, thanks, i will give time/or think your suggestions, and politely give him a smile. if he still pestering you, tell this to your parents, maybe they have good ideas to stop this guy. maybe this guy wants friends and badgering the girl the only way to call her attention.
