I am very skinny on top. (you can see my rib cage) and my hip bones stick out :( However on the bottom, I have bigger thighs and then small below the knees. My mom has bigger legs and is like this also-- it just looks worse on her because she's 5'3" and I'm 5'8". We both weigh 120. Anyway, do I need to just lose weight all around and hope the fat leaves the right place or do I need to get a personal trainer to work out specific muscles in my upper legs? :(

get a personal trainer or learn some exercises on ur own like lunges and squats and cycling (wlile lying down)
God, i have the same problem but i have fat waist down , my stats are 32-24-36. people admire my figure but i just find it pathetic. upper body like kate moss and the rest like an elephant(atleast that's how i feel, and to think people feel we r so lucky to be thin). Ok now to fight this problem i tried working out but becoz of this thin frame i tire very easily so if u have stamina just try the above exercises and trust me it will help, i tried them once under a trainer and it really helped. best of luck. by the way my mom has the same prob too.
p.s. ur legs may appear fat to u in comparison to ur upper body but compared to others they r still a nice pc of work ;-)

When 120 become the perfect size? I'll have to write that one down.

Anyway, your thighs are probably just genetic... if you can see your ribs you do not need to lose weight. Try doing squats and other quad/ham exercises. Low weight with high reps will tone instead of add more bulk.

that does sound like a genetic trait.
But it doesn't mean you cannot lose weight there or at least firm it up with exercise. A trainer will be able to target specific areas and design a routine for them.

No you don't need to lose wieght. 120 is the perfect size. Just tone up the thighs and the muscles with a trainer if you'd like.

We're in the same situation..

I would say it is genetic, because my mom's legs are the same. My legs used to be fatter, but then I got into high school and I had to walk all the way up to the 3rd floor everyday to get to my classroom. hahaha.

You could do some exercises, preferably with a trainer so you work with someone who knows what he's doing.

You don't need to lose weight if you're 5'8" and 120. You must look like an Ethiopian. It's just genetics. Accept it and move on...

It probably is genetic; but, I agree w/ Vanessa: try toning up.
