Negotiate? With BCBS? Not unless you're a huge corporation.

ON the provider (doctor) side, BCBS has their own rules, and you either accept them or you don't. If you don't like the BCBS rules then you refuse to take BCBS.

If you're an insured, then BCBS has a bunch of plans, and they'll have you buy one that is already in place. The more that is covered, the more it will cost.
