Since I am assuming you do not know said lawmaker well enough to address the letter "Dear (First Name)," then the only option would be to use the formal salutation "Dear Senator (Last Name):"
PS This is different from the address line, which would the senator's first and last name.

The first thing that comes to mind is "Dear Sir/Ma'am" (And yes, that's the proper spelling of Ma'am, abbreviated from Madam.)
Also, the answer that pointed out that the salutation is different than the address portion, which would include their title and full name, is correct.

Doesn't really matter, the senator will never actually see it anyways. If it is important enough one of his mail (or is that male) clerks will mention it to him.
