Take the consent form, sign it and send it back to them. I won't tell if you don't.

I don't see how they can obtain a father's consent without first establishing paternity (which most doctors won't even do before the baby is born, defeating the entire purpose of an abortion). Even if they established paternity, I still think it's a terrible idea. There are so many ways that this would go wrong, I have no doubts that the law will fail. It's her body, so it's her decision. When a man gets pregnant, then a man can make that call. I understand the legislator's intent (if the man genuinely wants and is able to care for the child but the woman does not), but he's going about it the wrong way. A bill like this just has such potential to be misused by ill-intentioned men who really don't care what happens to the baby as long as the woman suffers. And if this is intended as a preemptive measure (perhaps reasoning that if it's harder to get an abortion, then people who don't want to be parents will be more cautious in having sex), I completely disagree with that as well. It would have zero effect on the number of unintended pregnancies.

Tell them that if they expect to get any money then they have to meet you halfway on this. Your husband is a LEGAL owner of half of the house. This should be enough for them.

And by the way...I'm pretty sure that it is against the law for a utility to cut you off completely when winter is coming on. You could try researching your options in your area.

Get a lawyer, and don't pay the bill. When the lights are shutoff you can get them on in a different name. The lawyer will probably be able to get something done before that..
If you can't afford a lawyer, most localities have Free Law Services, check the phone book or call your local Police Dept. or Aid office.

If they won't transfer the account to your name, let them cut off the utilities. Then tell them your brother-in-law has moved and you are the current resident. They can go after him for the past due amount. It's their fault for not allowing you to put you own name on the account.
