it's from a boOK or movie...don't remember which one but that doesn't matter or isn't the point...the couple had been in Paris and it was all wonderful...then life went to sh...t. But they dealt with it and would say...ok, we have all these troubles but in our memory we will always have that one perfect time.....we will always have Paris..

From the end of Casablanca when Rick is sending Ilsa away to be w/ her husband (a member of the French Resitance on teh run from Nazi's) She wants to be w/ Rick, but he tells her, "we'll always have Paris." Letting her know that while she will be off with her husband, he will remember the time and the love they shared in Paris, and that he can live off the memory of that love, which he had tried to bury inside himself before she and her husband came to Casablanca.
For the record, when Rick and Ilsa hooked up in Paris she believed that her husband had been captured and killed. The night before she and Rick were to flee Paris together she recieved word that her husband was alive and well, and she was taken to him, leaving Rick only a note saying she could not be with him anymore. So Rick assumed that she had led him on and callously dumped him just as they were to start their lives together, thus making him bitter about love and not giving a rat's rear about anyone or anything.

well, now we know it really is a quote regarding casablanca. but in this day and age, it is more likely to mean, "The news is boring, celebrities are bland, but WHOA, we'll always have Paris. And Nicole, for that matter."
Cause lets be real, when all else fails, E News has another story about Paris drunk, or hitting someone, or having some new feud. And, as the Paris says herself, "thats hot."

It is also in the movie Forget Paris!
It means that they found love in Paris, and regardless of what happens there will always be Paris for them. That is where their love is, if all else fails. To look back on the good times, which will never leave them. "We will always have Paris."

Quotation from movie Casablanca (1942). The whole sentence was:
"We'll always have Paris. We didn't have it, we'd lost it until you came to Casablanca. We got it back last night."
and was said by a French bar owner from Casablanca Rick Blaine to his ex-fiance Ilsa Lund when she arrived there with her husband, an anti-Nazi resistance fighter. With this quote, he is deciding to help the resistence fighter - in other words, making a tough choice between love and virtue.
