How can I change bitmap image to vector image in photoshop ? Thank you very much in advance.

Don't use photoshop. Use a vector program, such as Illustrator. Load it into Illustrator and use the Live Trace option. Also, Flash has a trace option as well.

You can't. It has to be created in a vector-based program, like Illustrator. You can import or place the image into Illustrator and try to recreate/trace it.

Copy it: Save the copy as 'vector image' and when successful, delete the bitmap............

Adding a Vector layer then flattening might work.
