As already mentioned, take the MAX light-rail train. It's SO much better than taking a bus. It's also very inexpensive, more so than a cab.
When I lived in Portland I very much enjoyed hopping on the MAX and going into downtown. It is quick (much quicker than buses) and is usually pretty clean. I've never had a problem with safety or with space issues (I'm assuming you might have a suitcase with you).

max, it's right there at the airport and will take you downtown for a dollar and some change.
max is the above ground train system.
