Some shops close in France on monday, but most of the time not in big cities. Concerning museums, they often close on tuesday (don't ask why!!)

I don't remember any shops being closed on Mondays, unless you mean local shops that usually close in the afternoon.
As of museums they are closed on Tuesdays.

Most shops are closed in France but less so in Paris !
You will always find something open especially in busy quarters !
But all museums are closed on Tuesdays !
