When I was a child we were taught not to collect shellfish unless there's an 'r' in the month. So the earliest would be September and the latest April. The rest of the year there's a risk of contamination by blue-green algae which would make mussels and other shellfish poisonous. If you're planning to pick shellfish, you should put them in a bucket of cold water overnight with a handful of fine oatmeal. The shellfish will eat this and eject the sand which normally fills their gut. Actually it's not a bad idea to do this if you buy live shellfish.
Imported or frozen mussels are available all year round.

According to BBC cookery board, and USA wildlife and fisheries, only when there is an `R` in the month (in the Northern Hemisphere) . `The Belgians, who know a thing or two about Mussels, also apply the `R` rule. Basically they are out of season during the warmer Summer months.

If perhaps it's a fruit they have seeds, otherwise it's a vegetable. And vegetables are usually grown in the ground while fruits are grown in trees.
