A really beautiful book on her favourite artist or make her a friend of the Victoria & Albert museum or a gift voucher for Paperchase, or some of the beautiful beads that are around at the moment or pay for her to do a day school in Precious Metal Clay or take her to an exhibition or a handbound sketch book or a sable paintbrush (sounds not much but really precious to an artist) or a roll to keep her paintbrushes in or a set of Markel oil sticks or a selection of handmade papers (Paperchase) or a new portfolio to transport her work in, you could decorate it yourself perhaps?

Where does she buy her art supplies? If you can't ask her, ask someone close to her that knows. Then get her a gift certificate to that store, so she can get what she want. Sometimes when we're unsure what to get or what they may like, we tend to mess up. So I suggest a gift certificate, it's safe.
But don't stop with just the gift certificate.
Go to the local drug store, buy a really nice card, a gift bag, and some items that she use daily (ie. body spray, cologne, lip gloss etc.), put all these items in the gift bag, along with the gift certificate and there you go, She has something she need and want. Make sure to get that pretty tissue to enhance the surprise of what's inside the bag.

Is there a local glass centre, where local artist sell there work. We have a brilliant one at Sunderland that shows many wonderful pieces. Maybe any local artists are having a gallery event .You could alternatively take her to a craft store or book shop that sells posters etc of famous art .
My daughter went to art college and loves Glass, Jewellery,and ceramics,all of which she has had as presents. Hope she has a lovely birthday, who needs a pressie when she has such a loving sis.

You sound like you are very close to her. An old-fashioned/interesting lockett with a picture of the two of you in it would make a lovely gift that she can keep close to her heart. You could even get a special message engraved on the inside. Happy Bithday to your sister! & happy gift hunting to you.
