Go to the Old Ebbit Grill and stroll around the White House, Elipse or National Mall afterwards.
Great menu, wonderful setting, and unbelievably reasonable prices.
If you want to spend a lot of money, you can blow a paycheck at Sam and Harry's or the Caucus Room

Chex Francois in Great Falls. The food is overrated, but the atmosphere is nice.

If you want to be REALLY romantic, skip the restaurant and cook - or order and set up the atmosphere, candlelights, music, the prefume.

its a mexican restaurant at the corner of columbia rd and florida ve nw very good food and quiet atmosphere
