you dont say how old you are in your question,,,, If you are under 18, which I assume you are then it will never happen. The way you look in public is also an impression on your father (have you thought of that one) and he wants his daughter to be a good decent citizen and not someone who would do that

Just tell him that the Freak Of The Week look doesn't bother you 1 bit. And its no big deal that you'll live with him the rest of your life. Because real bosses, That pay real money won't hire some goofball with a ring in his lip. So you can just get a job at the Stop and rob down the street.

If you are under 16, no good professional piercer will pierce you.
If you are 16-17, just tell him you want it, why you want it, do your research for a professional piercer and explain all the details to show him this is not just a whim, that you have really thought about it and want to do it right. If he says no then deal with it and wait till you're 18.
If you are 18 or older it's none of his business.
Ask the piercer the following:
-what kind of needles do they use? (sterilized, single use, hollow needle)
-what kind of jewelry do they use? (surgical stainless steel grade 316L or 316LVM, or titanium, captive bead rings are pretty standard, barbells or labret studs should be internally-threaded)
-what kind of aftercare do they recommend? (daily wash with antimicrobial soap such as Satin or Provon, sea salt soaks, NO alcohol, peroxide, antibiotic ointments)
-ask them to explain and show you their autoclave
And pay no attention to advice from the anti-body-mod crowd. :)
