LOL I don't think so.
For a lot of men, true maturity doesn't happen until the mid-20's, when they are out of school and are starting to enter the "real world" of the workforce. At that point, many men get married and start to raise a family. That changes a lot of things.

ROTFLMAO!!!!!!!!!!!!!!!!!!!
I am a guy. No guy matures until he turns 29 years old. this is because he is facing 30, and that could be bad. There is no real difference between a 16 y/o and a 23 y/o male, except the legal ability to drink alcohol in ridiculous quantities...(Instant A**hole, just add booze!)... and compare penis size with their buddies. My wonderful lady and I have discussed this at great length because she is 24 and I am older than her...by a wide margin, but I am preferred over the males of her age group because I am mature, don't make a complete jerk of myself when alcohol is added, and I have learned how to listen to what she says, not just pretending to listen. My lady believes that many women in their 20's would benefit by getting with an older, wiser, more mature man. it works.

Oh! Intellectual maturity. I assumed you meant emotional maturity, and, like the others, thought you were out of your MIND.
;-)
I believe that this is around the age when the ability to engage in abstract reasoning has finished developing.
Sorry I have no details, but you could do some searching in cognitive psychology and developmental theory.

The only level boys hit in their teenage years is sexually. They become raging, walking hormones and that's all they think about. Well, that and sports. Men however, don't reach full maturity until they are in their 20's, and after they take a wife. Yes, it is the woman who helps the man reach his full potential. It's written in the Bible as well.

Hell no, I was far from mature at 16 and I'm not the most responsible person at 23. Women are no different though, it depends on the individual and their upbringing.

Guys/men never mature. The only ones that claim to have matured are the ones that get married. but trust me, we never mature. Why? because we're guys, and we know that we'll get to do whatever the hell we want, when we want to. Girls only complain that we never mature because we don't conform to the rules and regulations that YOU want us to have. And when we say "NO", then your stupid little excuse is that we're immature. Maybe when women stop nagging about how immature we guys are, someone will actaully date you and maybe even like you.

No, that's just what they would like you to believe. It's really more around 18 or 21. Of course, there are always some people who age prematurely due to certain circumstances, but that's not the average.
