If you're not looking for foreign accent syndrome, than you need to be more specific in your request. Foreign accent syndrome is the term used when a person suddenly starts speaking with another accent other than their own. It's usually caused by trauma to a person's brain.

I went to school with a girl that did that...I don't know if there is a specific syndrome associated...I think there is the presence of another mental disorder that would make you want to do that.

I was a party with her and said something about her accent and she strangled me....that's how I know she was mentally ill.

I would suspect the person you are referring to is somewhere around junior high, and if the chronological age is in that range, will likely grow out of it.
