she was a shepherdess... so i think as long as you have the shepherd's staff, a dress, and call out "where are my sheep?" every now and then, i think people with get the hint.
Toy Story had a Little Bo Peep, you could fashion an outfit after hers, or, just type it in at yahoo images and see what you find.

My mom made this costume for me when I was a child in kindergarten. What she did was sew crepe paper layers to a pair of girls pajamas. Then she got a cane from somewhere and put the crepe paper on that, too with a big pink bow.
She got a bonnet size hat from a Goodwill store and I had the costume. I think I won first prize!
