Actually God wants to have a personal relationship with every human being. In fact accepting Christ should be the 1st fundamental human right. So to your question, I say yes.

No not all because Jesus said many times on no uncertain terms that...

Jesus answered, "I am the way and the truth and the life. No one comes to the Father except through me. -John 14:6

The prodigal son is an example of the person that wants to do evil, not serve God, later to realize that without God he has nothing and what he thought he had wasnt good enough. God loves his children indeed but to be a child of God you need to accept Jesus and be born again. (John 3:5)

God does love the world but he is not going to save the entire world because it rejects him, only those that believe in his son and follow him.

For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life. For God did not send his Son into the world to condemn the world, but to save the world through him. -John 3:16-17

This parable speaks of one who fell away from the faith and returns...it is not about a nonbeliever. And, I'm sorry, but the bible says that those who reject Jesus have the spirit of the antichrist. God knows very clearly who are His and who are not. There is, of course, always the opportunity to repent of the sin of rejection of His son, and confess Jesus as savior, as long as a person lives.

It illustrates God's relationship with a sinner. The prodigal son was not an atheist.

It shows us that God loves all of us.
And He will accept any of us into His arms IF we repent and ask Him to forgive us.

Everyone is born a unbeliever until they give their harts to God and follow His teachings.
