the law is to do it before
1: they start to stink
2: before they end up in the buffet at the local buffet
3: remember pet cemetary? need i say more?

I would assume it has to be on your own property or with permission from the land owner, or in a pet cemetary where you bought a plot.

In OH and NY we just go out back and dig a hole and put the pet in.
