We are talking here about sins and not necessarily crimes?
And we are not referring to people who habitually commits the same sins with the same or increased frequency?
Under those two conditions, yes, the church is a sanctuary.
But understand that Jesus pointed out that it is the ill who needs a doctor, and that He came to call sinners to repentance.
Let me put it this way: sinners come God, asks for forgiveness (he is sorry for his past sinful life, and he promises to do better in the future), and form thereon, he is a REFORMED SINNER , similar to a reformed alcoholic. He is never cured, and may fall periodically, but he strives to do better next time. That is church.
Don't expect the church to have perfect people. And those who are true Christians are the first to admit that they are not perfect but with God working through them, they strive, on a daily basis, for higher standards.

I think that a church is a place for people. God's people. If you have committed sins and wanted God to help ya out, all you have to do is call on him, believe in him, believe and know that he is coming back some day in this generation. Well, that's what I think a church is for. That is a great question

Church is a safe haven for non-sinners or sinners.
It is an establishment for those to be connected with thier spiritual side.
