Probably now has a new set of friends, the police is very cliquey. I've seen this happen to people before and their explanation is always "well im a police officer now" it seems that they believe that the uniform makes them another person, and better than all their former friends.
As with any job/organisation, there are nice people and there are the not so nice, guess your friend has got in with the latter group.

Have you thought that your attitude towards your friend may have changed, and he has picked up on this?
Have you got pre-concieved ideas of the police? Are you anti-police anyway? Maybe he thinks YOUR attitude towards him has changed?
You call him a "****"... real friends dont refer to each other like that.
The police is a high pressure, dangerous job with long hours. That alone will change the person he is.
I would suggest talking to him and offering a bit of support.

They think they own the country when they become fine line of justice. As they have the power to do what they want they think they can do what ever they want. Case happened in Swansea with a bunch of Police officers parked on double yellow lines just for a burgers and fries. This was reported in the Evening post in all of Swansea Districts. Some people can use the power they give wisely or they become blinded by the power with some police being pricks as well dealing with pricks. People once become the law think they are above the law.

That is such a shame.
People like your "friend" give the police a bad name.
He/she is obviously power hungry and thinks they are better than they really are.
What a sad person they must be.

Start with this:
http://www.ananova.com/news/story/sm_56314.html
Then encourage muscle heads to be the tough guys on the block rather than experts on multicultural relations skills.
Add to that a flush of adrenalin, the security of cover ups, nice pay, and you got what you mentioned
PSST: You can puff away that power and ego in an instant, making them totally impotent by just saying:
GRIEVANCE!
