there is usually a little tank with water and some detergent in it. The tank has a little shaker built in that vibrates about 15000 times per second. Those vibrations (at ultrasonic rate) get the water shaking and bubbling at that rate.

When you put the jewelry in it is not just soaking there. Instead the liquid is bouncing and bubbling around. The little bubbles get into all the nooks and crannies and shake the dirt loose when the water moves and when the bubbles burst. it is that active action that gets the jewelery cleaner than a plain soak.
