its more than a peck on the cheek, but less than a kiss on the lips.
"Safe intimacy" I'd call it. He wants to be intimate, and show affection, but doesnt want to be offensive by planting a good one on the lips.

um, it means he likes her, but it might mean he is shy and doesnt have the courage to kiss any other part of her face, ie. eyes, nose, lips, cheek. It also might be that the lady is also shy and has asked him just to kiss her neck (which I believe is necking? No experiance in this subject)

Providing it is a woman ears and neck yes. Oddly I like to have my chest stroked but not kissed. Tickles sb
