NEVER run a mocrowave oven without any food item in it. in case you do it by mistake also, immediatel put a glass of water in the micro and let it stand for 10 mts. to absorbe all the rays.After that leave the mocrowave door open for 10 mts before you use it again.

PREHEATING in a micro is done only if you have a micro/convectional oven/grill. ENSURE your settings are on the convectional oven and then you can pre heat it according to your recipe requirement.

preheating means to heat the oven before you you start to cook then the instructions will tell you when to put the mix in but there is no way on earth you could preheat a microwave oven if you are making cookies or cakes or anything like that it means a regular oven

someone is pulling your leg, you do not preheat a microwave oven. In fact, to run the mixcrowave without anything in it can ruin the microwave. The only thing I can tlhink of, is that someone told you to put a cup of water in the microwave and heat it before cleaning the microwave which makes the microwave easier to clean.

You do not need to preheat a microwave oven. Regular ovens, yes.

The only preheating involving a microwave is preheating a browning dish or browning tray.
But those things are garbage, they don't work anyways, so DON'T EVER PREHEAT YOUR MICROWAVE!!

it means to make the oven hot before you start to cook. This only applies to a convection microwave
