What does "whilst" mean? What is a "councill pay"? Never heard of a "whellclamp" why are those options? We don't have "taxi rank" in US. Criminal= law enforcement. Law enforcement=does not deal with civil issue.

A, B and D are criminal offences and would be dealt with by a magistrate. Removing a wheel clamp depends on who put it on. If it was put on by the police I would think that is criminal but if it was a private company they could possibly bring a civil action for damages. If it was a local council clamp I would not be certain but I expect they would have your car details and it would probably result in fine or again magistrates court

These are primarily criminal matters although it is possible that civil actions could result from the following:

a. Evidence of negligence in an accident.
b. Compensation for clean up costs.
c. Repair or replacement of clamp.
d. Very unlikely.

All of them and none of them.

I could find criminal offences in all these scenarios and private actions could be taken out in all of them for various legal reasons.

For academic purposes though:

b) dumping rubbish. But there is a potential for criminal damage and aggrivated trespass.

c) removing a wheel clamp, but criminal damage may also be involved to actually remove it.

A and D are criminal,car park would be prosecuted by the council(criminal) so wheelclamp is civil.

All four could be deemed crimes in one way or another.

B is the most likely - but COULD, at a push, end up in criminal court.

removing a wheel clamp is a civil offence as the clamp is the property of a private company and can be construed as restraint of trade.

i would think B or C because A is illegal (dealt with criminally) and D is also illegal (criminal courts would deal with this) but B and C both seem to be civil matters
