Sounds like she does a lot of dry shaving. If so always make sure u have been in the shower for a while (e.g. just before u get out) before shaving. The wetness and heat helps, just like the old time barbers used to do on mens faces with a hot towel. I never use anyhing but soap/ shower gel and water to shave. Never use shaving foams/ dry shaving - makes ur underarms darker.

is it a birth mark or are they both the same, she may need to go see a skin specialist if its only just appeared, if its been there for life chances are its a birthmark.

She could try some skin discoloration remover - like for freckles, etc. You can find it in drugstores.

she should try a mild fade cream frist,but you have to keep using it two times wont get lol,if that doesn't lighten her skin ,she could try the stronger stuff,but she should ask her dr frist,because that stuff can be really harsh
