there is one lady in my hood and she is my friend, she have got my phone number and i have her's, she always sent me nice an sweet messages but i don't reply her back.
i always invite her to my house then we watch movies but its tough for me to say a word to her..the way we look at each other tells me that she has got a feelin to me and i can sense it...

when your hanging out with her, ask her how much she likes spending time with you, if she is enthusiastic and says "alot" or something along those lines say that you enjoy it alot as well then ask her 'if you two could be something more than friends or if it was a possibility', if so maybe give her a kiss on the cheek and ask her to go out sometime to somewhere nice, and if not well then ....tell her that 'well then your glad you can spend time with her as great friends'

She does not want to make the first move to look desperate or stupid, you must let her know in some way that you both feel the same about each other, I don't think you need advice from men its women who can help you with this one, and there is no better relationship than one that started as friends as you both know each other already, i think its ganna be good, go for it you have nothing to lose but so much to gain, good luck.

The answer for you may be to sit down on your own with paper and pen and write a letter put your feelings in the letter even explain the embarrasment you have with taking the first move,let this girl realy know how you feel, she may be getting fed up waiting for something to happen, if she doesnt feel the same at least she may tell you that, but if your gut feeling that she does feel for you is right you may have fireworks early this year, put this letter in her hand as you leave her the next time, but dont forget to arrange your next meeting first. my best wishes go with you both. ill keep checking for those early fireworks.

Well i can see why its hard your probably "shy" i dont know if shy is the word you probably like her so much you turn speechless around her
You two should do other things like a movie and get to know eachother that way you will get the feeling of being around her and wont be shy around her then u could take it up to the next level and so on...
