Is your password correct? Check you haven't got caps lock on. If you are registered with BT for instance, and you have all your mail sent to outlook or similar, you may have a full inbox with your bt account. Go to your mail in BT (or whoever you are registered with) and delete them. You will then be sent them to your outlook. I have had the same problem recently and this was how I solved it.

If you are downloading emails from a web based programme (Yahoo, Gmail etc) you should look at there site to see how you can configure your email browser (I hope you are not using Outlook Express) so that you can receive them.

Is your mailbox full?
Do you keep a copy of sent e-mails?
Is the bulk folder full?
Have you emptied trash?

All these things use your space allotment.
Check them out and see if it helps.
