You get a passport from your country of residence. Call your local passport center, or stop by and get the forms and ask the questions you have. If you need one from another country you will have to go to/through the Embbassy for that country.

it solely depends the country u look for , each country has their own rules. in case of canada they have different rules,

but for india if u are not born, you can have your passport provided your parents are indians and holding indian passport or proof their nativity,

so u can surrender your present country passport and take indian passport after attaching the residence registration , soon this going to be chanaged which is with out surrendering your present pasport , if u are bonafide you can claim a passport provided parents are born indians.

Each country has their own rules. Contact the consulate or embassy for the correct answer. Don't go with what others tell you, things change!
