I think it would be most useful if I attempt to translate the question first:
"Why do people abuse the system when someone asks a question?"
" If they don't know the answer, why not stay quiet?" or possibly " If they are not going to answer, why not stay quiet?"
My friend - I think that you really do need a little more help with your English for people to understand you - that is probably why you are not getting the answers you need.
Also try to understand that this is a free public forum - there is no constraint for anyone to do anything. You have paid nothing for this service and therefore you are owed nothing.

Bit early in the day to be on the booze isn"t it? I can"t understand a word you are saying. I"ll have another look at the question later tonight when I"ve been down the pub for a few hours. Might be able to understand the question better. [I doubt it though]

A lot of people abuse the system,its used as a way to vent ,not answer or ask questions.And if they don't like what you say they resort to verbal abuse.I wonder if this is the way they act in real life.Are they rude to everyone that doesn't agree with their views?Do they call people names and/or make fun of another human being?
Every one deserves common decency,one doesn't have to agree with someone in order to be civil to one another.But then my parents taught me to respect others as well as my self.
