That's pretty much saying that you are at fault and you caused the accident. In most states if you rear end someone, you are at fault.

Even if the damages are estimated $500, the officer has to put some form of "value" in the accident sheet.

He is citing you becuase you "Caused the accident".
Since I assume that you are not a Doctor, anyone involved in an accident has the right to be checked out by a Doctor for any sort of injuries they might have suffered. I'd be happy if someone did that, let my insurance pay their medical bill and be doen with it, because honestly you can have a civil suit in your hands in which case you are going to really pay up the piper if you know what I mean.

Notify your insurance of what happend, and if there any witnesses give their information as well.
Is really hard to plead "not guilty" since the result of it was an accident. let it go, let your insurance settle everything and pray you don't get sued.

Good Luck

If it was a paint job, you could take them to court.
Although you caused the damage, you should easily prove beyond reasonable doubt you couldn't have hurt the person to the extent they claim.
Though you are likely going to pay more than 500 to prove this, so I'd pay the 500.
Yhough make sure you get a signed contract, saying the guy recieved payment with a jp's signature/or two independent witnesses. The contract may save you from future damage claims, mainly if you find out the guy was 100 yrs old, and the wound subsequently turns into something serious - or the loss of paint turns the metal into rust, and causes the car to fall apart.

My guess would be that if you hit the car from the rear, You really didn't have control of your vehicle. If you would have had control, would you have hit it on purpose?
They gave a $500 estimate on the paperwork, but they aren't a body shop and have only guessed at it. They'll have to get estimates from a shop for your insurance to pay up.
Yes, they can go to the hospital with real or fake injuries.
You can go to court and say not guilty, but that doesn't mean that you'll win. It really shouldn't go to court at all, unless you're uninsured or your insurance refuses to pay.

No you will have to pay up! Anytime you hit someone from the rear YOU are at fault, you did not use assured clear distance between yourself and the other driver, you therefore did NOT have the vehicle under control. Fake injuries?? Are you kiddin' me? Your lucky the other guy didn't decide to fall out of his car and FAKE injuries..you would be in alot worse hot water.

Rear end accidents are almost impossible to beat. Rear end tickets such as Following too close and Not having the vehicle under control are also hard to beat in court. If you had control of the vehicle you never would have rear ended the other vehicle. You can try and fight it but I think you will be very disappointed.

When you rear end somebody , it's always your fault !
Because you are following too close.
Build a brige and get over it !
Pay the fine or plead guilty !

I really seriously doubt that you can prevail in this case. ANYTIME you rear end someone, you are in the WRONG, unless it was a chain reaction type thing ,and you are not the one who started the chain reaction.
