That is only a phrase. To protect and to serve is only a tv slogan. An ideal to only a few. Management is in the way because they chose control over protection. What they control only goes as far as they go, all else faces the control at face value or work is created for a career.
The good ones are too busy to for anything but 911 calls, when they mix the "service" is inadequate. A good point many have a had problem with for years.

To Serve and Protect means to keep and maintain the order of the peace of the peace.
That means they don't work at a diner. And when they get called away from their dinner because someone has done something stupid then that person will have 2 points against them to begin with.
I don't know what you did to p**s off the officer who stopped you so that you got arrested. But remember even if you don't agree with why you were stopped, you are supposed to comply with an officer's request for id and or information from you.
Also just so you know. Judges don't like to be argued with either. And a judge can make you spend more time in jail/prison than the 72 hours that police can hold you without being charged for a crime. Good luck in court.

Have you thought about this. I've had my problems with cops, but...
Has to do with their basic oath to defend, protect, and enforce the Constitution and all laws... "Serve" just evolved over the decades.
Cops caught a guy (ex-boyfriend) with a gun at my aunts house three years ago while she was sleep... They beat him down. I guess they could've kept drivin' by if they didn't have any respsonsibility. He admitted later that he was going to kill her.
Yes it is their responsibility, and I hope they defend you and protect your life should you need it. Maybe the cops that died at the Towers should've ran the other way?
If there is no legal responsibilty to defend or protect, then there would be no investigations into any crimes, no response to any armed robberies or loud parties, and nobody to call when you find your car stereo missing.

They are employed to serve and protect the enforceable laws. That is their first duty, if within this institution they can through all the red tape help a person then it is a charitable act. But we all do just love the slogans and badges.
